Doug Foy

Douglas I. Foy is a founder and CEO of Serrafix Corporation, a strategic consulting firm and business incubator focused on energy, the environment, transportation, and climate change. Prior to launching Serrafix in 2006, Mr. Foy served as the Secretary of Commonwealth Development in the administration of Massachusetts Governor Mitt Romney. In leading this “super-Secretariat”, Mr. Foy oversaw the agencies of Transportation, Housing, Environment, and Energy, with combined annual capital budgets of $5 billion, operating budgets of $500 million, and a total workforce of more than 11,000.
Before his service in the Romney administration, Mr. Foy served for 25 years as the President and CEO of the Conservation Law Foundation, New England’s premier environmental advocacy organization. Mr. Foy serves on numerous corporate and non-profit boards. Among the awards recognizing his public interest work, Mr. Foy has received the President’s Environmental and Conservation Challenge Award (the nation’s highest conservation award), then Woodrow Wilson Award, and the Order of the British Empire(OBE).
Mr. Foy is a graduate of Princeton University, Cambridge University (Churchill Scholar), and Harvard Law School.
